DOE Director, Diann Black-Layne participates in Adaptation Fund event detailing programmes being implemented in Antigua and Barbuda

The Director of the Department of Environment, Diann Black-Layne, proudly represented Antigua and Barbuda at an adaptation event hosted by the Adaptation Fund during COP29 in Baku, Azerbaijan. The event provided a platform for global discussions on innovative climate adaptation strategies and shared experiences among stakeholders.
Black-Layne highlighted Antigua and Barbuda’s ongoing Climate Change Technologies and Just Transition of the Workforce Program, spearheaded by the Sustainable Island Resource Framework (SIRF) Fund. This initiative enhances climate resilience by facilitating the adoption of advanced technologies and supporting workforce transition in response to climate challenges.
 
The program has been instrumental in providing practical solutions that reduce vulnerability and strengthen infrastructure, contributing significantly to the nation’s sustainable development goals.
 
Joining Mrs. Black-Layne on the distinguished panel were Ms. Valerie Isaac of the Caribbean Development Bank (CDB) and Mr. Ignacio Lorenzo of CAF – Development Bank of Latin America, both of whom shared insights from regional and international perspectives on adaptation finance and implementation.
 
“This program demonstrates Antigua and Barbuda’s leadership in integrating climate technologies and workforce strategies into our national climate response,” stated Mrs. Black-Layne during her presentation.
