The Ministry of Health Headquarters is the key Administrative arm of health, where offices such as the Minister of Health, Permanent Secretary, Principal Assistant Secretary (PAS), Administrative Secretary of Health Institution (ASHI), are located.
Mrs. Ena Dalso Henry has more than thirty years’ experience in the civil service and has worked in several government departments to include Ministry of Agriculture, Ministry Legal Affairs, Prime Minister Office and currently the Ministry of Health, Wellness and the Environment. Mrs. Henry is a trained technician with a Bachelors from the University of West Indies and a MBA post graduate from the University of South Wales. In addition, Mrs. Henry is the deputy public health administrator who is responsible for providing support and advice to the Minister, and is the acting accounting officer within the Ministry.
Ms. Carol Mason was born on the 30th November, 1963. Ms. Mason started working for the government service in March 7th of 1982 as a junior clerk. . Over the years Ms. Mason has worked at the Ministry of Public Works, The Prime Minister’s Office and Presently the Ministry of Health Wellness and the Environment. She has participated in courses in Labor Management, Communication, and Branch Marketing. Currently, she holds the position of a Principal Assistant Secretary in the Ministry, and is the most senior PAS working in close collaboration with the PS and deputies in the absence of the PS. As, of 2022 she has given 40 years of service to the Government of Antigua and Barbuda.
Ms. Desrie M. Southwell (-Akez) holds a Bachelors of Business Administration from pace University in New York, and is undergoing studies leading to a MBA from the university of the West Indies. Ms. Akez has fifteen years in the government service and has worked in New York for over five years. The PAS is the second ranked Civil Servant after the Permanent Secretary who gives advice on Human Resources, government finance, and is considered the floor manager of day to day activities in the absence of the Permanent Secretary. The PAS will assume responsibilities of managing the Ministry.
Ms. Marsha V Joseph has been a Civil Servant for over twenty-eight (28) years where she worked at several Ministries in a myriad of capacities. She is presently a Principal Assistant Secretary with assigned duties of Human Resource Officer at the Ministries Headquarters. Ms. Joseph graduated from the Monroe College with a Master’s Degree in Business Administration with concentration in Human Resource Management and also earned a Certificate in Project Management from the University of the West Indies. The Principal Assistant Secretary liaises with the Permanent Secretary on matters regarding the appointments, promotions, transfers of Established personnel and employment of Non-Established Officers within the Ministry of Health.
Mrs. Susan Lake is responsible for Health Institutions such as Care Project, Fiennes and Clarevue Psychiatric Hospital. She has forty years of experience in the government service. Ms. Lake was appointed Administrative Secretary of Health Institutions within the ministry of health on September 3rd, 2018. Under the supervision of the Permanent Secretary she is tasked with providing guidance to the administrative heads, within the institutions, and liaises with other support staff for a smooth operation within the respective areas. Ms. Lake is also a trained and qualified nurse.
Key Senior Technical Officers stationed at the Headquaters, Chief Medical Officer (CMO), Deputy Chief Medical Officer (DCMO), Principal Nursing Officer (PNO)
Dr. Rhonda Sealey- Thomas holds an under graduate Bachelor of Medicine and Bachelor of Surgery degree from University of the West Indies (UWI). Dr. Sealey-Thomas also holds a Masters in Public Health (MPH) and a Doctorate in Public Health (DrPH) from UWI. As Chief Medical Officer, Dr. Sealey-Thomas functions as the Chief Technical Officer in the Ministry of Health, Wellness and the Environment. Dr. Thomas provides advice to the Minister of Health and the Permanent Secretary, on health policy matters. In addition, she advises and leads a team of medical professionals on matters of public health importance with over twenty-seven years of public service and seventeen years as the Chief Medical Officer.
Dr. Teri-Ann Joseph holds a Doctor of Medicine (MD) from Universidad de la Havana Facultad de las Ciencias Medicas de Matanzas, Cuba; a Masters in Public Health (MPH) from Walden University, USA; and an International Diploma in Mental Health, Human Rights and Law from the Indian Law Society, Pune India. Dr Joseph works closely with technical officers in the Ministry and the Pan American Health Organization (PAHO) Country Program Specialist for the successful completion and implementation of activities (all areas in health e.g. environmental health, health systems, non-communicable diseases and mental health) for which PAHO gives financial and technical support. She proudly proclaims the foundation education institutions which moulded her direction being, Advanced Level Department Antigua State College, Antigua Girls’ High School and Sunnyside Tutorial School. Her dedication is to the medical profession, and to her serious interest in patients’ well-being, primary health care, and health care service that is provided in a flexible, safe and consistent customer friendly environment. She supports the Chief Medical Officer in making health care work for Antigua and Barbuda and has been allocated specific areas of the Health Care mandate in the Ministry of Health.
Ms. Margaret Smith heads the department with more with more than thirty years in Nursing. In addition, to her training as a Registered Nurse, she has specialised training in Midwifery, Critical Care Nursing, Mental Health Nursing, Community Health and Public Health Nursing. She is also, a trained nurse educator and a former Principal tutor of the Antigua State College School of Nursing. The principle Nursing Officer is responsible for the development of the nurses and nursing care, as well as the Midwifery component of health systems. The PNO coordinates all nursing and midwifery activities within the country. She provides technical direction, guidance and supervision to heads of nursing in the clinical settings, the community level, and School of Nursing. Ms. Smith advises the Minister of Health, Permanent Secretary, Chief Medical Officer on all matters relating to Nursing, Midwifery, nursing services, and education activities at the Sir Lest Bird Medical Center, Hannah Thomas Barbuda, Clarevue Hospital, Fiennes and Pearns Institute
